I remember at the time of development that it was contemplated to have a fixed asset disposal as well as fixed asset capitalization (convert stock to asset) procedure in Fixed Asset Manager. Any one with an idea of where to find this in weberp?

Yes you can select an asset for disposal - from the SelectOrderItems.php script.
