Taxable items

Finally got back to this, we feel that if we were to go this route it could be more than half of our items, thus creating some confusion , I had a thought what if we could have the ability to change the tax authority in the line in ConfirmDispatch_Invoice.php I could create a tax authority Exempt Wi , Exempt IL and so on for each state any thoughts.
