Outstanding Purchase Order not visable

Does your user have access to the location that the order is being received into?

Yes it does, there is only one location.
When I access the order via url PO_Header.php?ModifyOrderNumber=12345, the next screen "Enter Line Items" does not have any item in it?
If I go to view the order, it shows the order items, and I can see it in "purchorderdetails" table
