Accrual-Based Versus Cash-Based
The webERP FAQ (http://www.weberp.org/wiki/FrequentlyAskedQuestions) states the following:

"See the HOWTO section to change from Accrual to Cash."

I have searched for this with what I consider a good amount of effort and have found nothing on the subject.

Does this HOWTO section exist and, if so, where can I find it? If it is not or no longer available can webERP be changed/configured to provide Cash-Based reporting?

The simple answer is that no it can't. WebERP is designed as an accruals based accounting system. It might be possible to play with the setup to make a poor imitation of a cash based system, which would involve messing around with Journals I suspect. I've not tried it, but just thinking about it I can't imagine how else it could be done, and that would really negate the reason for using cash based - that is, because it is simpler.

If cash based accounting is a deal breaker I would probably suggest webERP is the wrong tool.

You are, and have been, of much help to me so thank you.

Our business must be Accrual-Based due to IRA so this was just a question of curiosity for me.
