Hi there, is there a terms of use I can see somewhere? We plan to customize the software for a certain client then charge the client monthly for it.

Read doc/LICENSE.txt, WebERP is covered by GNU GPL 2.

You can fork the code and call it something different - it has been done many times already - but this is not really in the spirit and the code must be available to all who it is distributed to.
