Can we call General Ledger as Account/Finance module in webERP. If no then where is the account and finance modules?

Yes you can change any aspect of it - if you look in index.php you should see this text to change.

The file you want is includes/MainMenuLinksArray.php not index.php. You will see the module name at line 28.
