Using webERP_4.11.1
webERP Installation Wizard

all cookies are allowed tried in IE and google chrome
does not go to next step
i clearing all browser data.

There is some more step I should be forgetting?

Perhaps something is stripping weberps session cookies. For instance I have varnish running in front of apache and my default.vcl was configured to strip cookies and therefore weberp could never create a session and so could never start.
