I just tried to install weberp ver 4.10.0 on my localhost (iis/windows)
MySql Server 5.1.55

install script stopped prematurely giving following error:

Fatal error: Maximum execution time of 580 seconds exceeded in E:\--\--\--\webERP\install\save.php on line 380

Any idea what wrong i am doing?

You can edit the install/save.php script to increase the maximum execution time - although this is very very slow.... might be some other issue.
You can also install manually using the instructions in doc/INSTALL.txt
