On my weberp installation themes not working. Is this a bug in software or problem in my installation. I reinstalled the software twice but still themes not working.

Have you tried the different themes - by clicking on the user name and changing to some other. If you were using the jelly theme previously this has been depreciated as of 4.08.5 - this can also occur in linux with permissions problems where the web-server is running as a user that does not have ability to read from the css directory - not sure about windows.
I see you are using chrome so this will not be an issue - there has been problems reported with earlier IE versions.
