I would like to create a good quality web site.But I do not know the best way
how to create website.anybody can help me?How can i create a website.

I would use one of reliable templates for this purpose, there are lots of them. I could advice this list - http://www.webbuildersguide.com/ , all the tools are free, with understandable interface, one can save his money and time chosing one of them.

i will suggest you to use some CMS like wordpress, joomla or drupal. although i m using joomla
