create a new tender can be translated as
German:

Angebot einholen (more informal, just ask supplier for a quotation)
Ausschreibung erstellen (would be a formal tendering process)

please add whatever you think appropriate (as I cannot yet get the script to load in my demo install, I don't know what it can do in detail).
